Legal Question in Civil Litigation in Iowa

I sent a "deposit" for a motorcycle I found on craigslist.com through paypal to a semi local seller, I then found out some information about the motorcycle that wasn't what I expected and I have chosen not to purchase it, the seller has denied to refund the deposit and I was told in an e-mail if he has to he will charge me $100 for his time wasted.

There were no physical papers signed for the deposit.

It has only been 2 days since I sent the deposit, I'm just trying to get my money back.

Any law's surrounding this?

You can sue the guy in small claims court but that's about all I can think of. What did the ad say about the deposit?
