Can I garnish injury settlements?

Are personal injury settlements exempt in Iowa from garnishments if the person is not employed? The individual receives $100k yearly from a personal injury settlement and is paid cash twice yearly through their attorney. If this person does not pay back money lent, would I have any luck going after their settlement up to the amount owed?
