What are the options for a parent thathas lost control of a child that continues to disobay the wishes of the parent.

Legally speaking if the child has not reached the age of majority you have a certain amount of say over house rules and you are responsible for their behavior. On the other hand, getting kids to mind has always been problematic. As far as "options" I'm not entirely sure you've asked a legal question. There's not much you can do with the law to get them to mind if they won't obey otherwise.
