can an employer fire an employee that has a substance abuse problem, when that employee is willing and is getting help through a substance abuse program?

Iowa is a right to work state which means you can be terminated for any reason good reason or no reason at all unless you have a collective bargaining agreement or a contract of employment. So yes. They can.
