Legal Question in Employment Law in Iowa

my fiance's paycheck is being with held until he "fixes" the log book the way his former employer wants it to read so they don't get in trouble. is that legal to do

Without knowing what sort of business he was in I couldn't say, but asking him to falsify records in exchange for money they already owe him is troubling. Falsifying transportation records could be a federal offense so it is something he does not want to do.
