Legal Question in Employment Law in Iowa

I interviewed for a position with county government. The position has two roles, IT with a 75 percent weight and GIS with a 25 percent weight. They interviewed 3 people and each interview was held by members of the county board, county govt stake holders, an IT-GIS advisor in the same role-position from a neighboring county, and their contract HR person. I am more than qualified and capable on the IT side, a veteran, have a minor in my college education in geography with basic exposure to the GIS needs and systems they are using, and interviewed well per people present at the interview and post interview board meeting. The IT-GIS advisor and the majority of all people present clearly indicated I was the right person for the position and that I should be hired. At the insistence of a single elected official I was not hired due to bias of his own position and needs - the person hired was less qualified than I am in IT and a non-veteran. Is there any recourse here?

No. You didn't get the job. Nobody can be compelled to hire you or anyone else.
