can i be terminated for not returning fmla papers on time which i never recieved

Iowa is a right to work state which means that you can be terminated for any reason good reason or no reason at all unless you have a collective bargaining agreement or a contract of employment or there is provable discrimination based on race, religion, or gender. You say the paper work was never received. Who was required to supply this paperwork?
