Damage to my car via apt complex

I live in an apartment complex that provides a cement, underground parking spot for an additional $55.00 a month. The car was stored there for about 4 1/2 months where I would check on it every so often to make sure it was still there, no excessive damage, etc. I took it out last week and noticed a thin layer of cement dust along with 3 large circles on the hood where paint had been stripped. Above my car there are obvious signs of leaking and milky white streaks coming off the roof onto the floor (and my car). Based on the location of the leaks and the water spots on my car it is extremely evident the water has been leaking onto my car, aggitating the cement and therefor damaging the hood.

In the lease it states the complex is not liable for damage to your car from water and it also states ''all vehicles must be moved periodically to prevent build up of dirt and debris''. BUT, before these statments it reads ''The Landlord shall keep in safe and working order and condition plumbing, electrical, heating, air conditioning, and all other facilities.''

Isn't this negligence on their part??? Isn't preventing leaks and damage to one's property keeping their premises in ''safe and working order''?

I can not afford to fix it, please help!
