If a house is renting rooms and the house is not registered as an apartment house does the renter have to give a 31 day notice of leaving to get the deposit back? Cindy

That depends on what sort of agreement you had with the person renting the rooms. It is not contingent whether the place is registered as an apartment house. On the other hand, that would make the landlord's job difficult if he or she wanted to take you to court, becuase they might have a problem invoking the landlord's remedies in that case.
