can landlord charge to paint after tenant moves out

It depends on the situation. If the landlord is painting due to something you did when you lived there...absolutely. If it is regular upkeep, then the landlord may just be trying to take advantage of you. You should review Iowa's Uniform Residential Landlord and Tenant Act - Ch. 562A - to determine if your previous landlord is unfairly billing.
