Legal Question in Landlord & Tenant Law in Iowa

I live in an apartment complex with four buildings. My nine year old is getting blamed and yelled at by the manager every single time he goes outside to play. The other kids won't play with him, they take his stuff, break his stuff, and blame for everything that's done around here. The manager won't do anything to the other kids and she takes their word without even seeing or having proof that he's the one that did something. She threatenes to make him pay for maintenance repairs to the hallways and starways without proof that he did it. She tells him he has to go to his apartment and can't play outside, she tells hime he can't go into any of the other buildings where his friends live, she gets involved in personal matters between him and his friends that have nothing to do with the property. I seen her with my own eyes tell a girl who lives here to get her apartment , and when the girl told her she can't do that she said yes she can and threatened to call the cops on the girl.

I'm not a lawyer so I wanted to know if she can legally do stuff like that, and how to stop it without getting evicted?
