rental property repairs

If a repair service is called in by the renters without notifying the landlords of the problem or the repair call, who is responsible for paying for the repair service?

Obviously if the landlord was not notified by the tenant, there's no possibility to assess the damage & the kind of repairs involved, thus, landlord should not be held responsible for paying the repairs.

In fact, certain repairs could be damaging to the property, for which the tenant could be held liable; accordingly, I advise for the landlord to be notified at any case.
