In Iowa is a 16 year old able to sign a waiver of liability and consent that can be enforced by law? In a situation where a minor is receiving a piercing can they assume their own risk or does a parent or guardian have to sign the consent

It's doubtful. A sixteen year old is still considered a child without the ability to contract.

When a minor enters into a contract the contract is voidable by the minor. It is enforceable if the minor does not seek to void the contract.
