Reenlist in Army National Guard

My husband went to a psychologist for depression and was diagnosed with Bipolar Disorder and Major Depression. Despite this diagnosis he felt fine after some counseling and medication. His unit was then being deployed. He reported to his mobilization station ready to serve his country and was devastated when he found out they did not find him fit for deployment and later discharged him (Honorable) for his mental health issues. He now wants to reenlist - I believe his RE code is 3. However, it is proving to be near impossible (his old Staff Sargeant said they ''PDQ'd'' him). I am not sure what that means or what we can do to get his reenlisted. He submitted a letter from his physician stating he was fit for duty as well as a personal letter explaining the depression he went through (which was not Bipolar Disorder after all) and that he is now mentally healthy and ready to return. What can we do? Can a lawyer help?

Bipolar illness is a disqualifying condition for enlistment, as well as continued service.

He would need to find a Service willing to give him a waiver, and MEPS doctors being willing to evaluate/reevaluate, in light of new information.
