Legal Question in Personal Injury in Iowa

My daughter was taken to the hospital er after falling down a flight of stairs at a party. She had broken 3 front teeth. The did not take any xrays and only treated her for alcohol intoxication. Is this professional?

I think the real question is whether she was able to pay for her treatment. If not, it's likely she got the minimum to get her out the door under her own steam.
