Is a contract that was hand written by the seller and includes the section of property, total acres, and intent to sell, that was signed and dated by the seller and buyer a binding agreement?

Possibly, but I would need to review the contract to give you a definitive answer. One thing your question does not mention is whether consideration, or the amount to be paid, is included in the contract. The fact that it is handwritten does not affect whether or not it can be enforced.
