Home Built on Possible Floodplain

I recently bought a home, October 2006. There is a creek behind the house and it turns out that everytime there is a large amount of rain or snow melts my yard floods. In fact it is happening to all the homes on my block. Do we have any legal rights? Or is this something we are just going to have to live with? One home has the water come all the way up to their home.

You should be able to check with your insurance agent or FEMA to determine if the house is in a floodplain. I am not sure I understand your question regarding whether or not you have "legal rights." Are you claiming that the property was misreprented, or that someone has changed the natural course of the water so that you now have flooding? If not, I am not sure who would be responsible for your situation. If you obtained a loan on the property, your lender should have required a flood certification.
