Reporting a car stolen

I lent a car to my younger sister and now she will not contact me regarding returning the car. I have been trying to contact her since 1/2007, and today is 3/26/2007. Since the car is in my husband's name, can we simply report the car stolen? Since we own the car and have spare keys, I would go take the car, however my sister is in Boston, MA- while I am in Iowa. If I report the car stolen to Boston PD, and they pull her over- would the car be impounded- and then would I be liable for any impound charges/storage fees?

I don't know what MA law is regarding stolen vehicles, since I am licensed in Iowa and Illinois only, but I would imagine there is the possibility of prison and fines, and well as a felony record for your sister. Think about whether a car is worth that.
