Legal Question in Sexual Harassment in Iowa
If a minor is raped and tells a parent/guardian, can the adult press charges without the minor's consent (considering that the accused has distanced himself and presents no threat )?

It's the state that files a criminal charge, not the parent. Rape is rape, and it matters not whether the offender absents himself to the ends of the earth. A crime has been committed and that is an offense against the state.
