Legal Question in Traffic Law in Iowa

A few friends and I were driving (not me driving) and my friend in the passenger seat called out the window to some people walking. As this happen we pass a cop and he pulled out behind us. He followed us for about 3 blocks and pulled us over. They pulled us over for the passenger not wearing his seatbelt but he was and all of us would testify stating he was. When he walked up to the car they smelt marijauna and began to search the car. The passenger had about 6gm on him. They issued him a possession ticket but not the seatbelt ticket. The passenger and I were the only ones who smoked in the car and we hadn't smoke in a few hours. I was only wondering if you can get pulled over for one thing but not get a ticket for it but get a ticket for something we didn't get pulled over for.
