Legal Question in Traffic Law in Iowa
In the state of Iowa if you are driving illegally like without a license and are in an accident does state law make that person liable for damages done in an accident. Even if neither one was deemed responsible by insurance companies or the police. By driving illegally does that mean he is responsible for damages?

Not necessarily, although it does look kind of bad for you if it ever gets to litigation. There's no "automatic fault" that comes with a ticket.
