Legal Question in Wills and Trusts in Iowa

If you have co-power of attorneys for an elderly family member can either person with the power of attorney handle their affairs or are you required to have both power of attorneys sign off on everything?

Without having the document granting power of attorney I couldn't say-usually there is one person who is the primary and the other as a backstop.
