Legal Question in Wills and Trusts in Iowa

My stepfather died in Oct 2009, and one of his sons is the executor of his will. Soon after Jan 2010 his family gave my mother her deceased husbands income tax bill for 2009, which she paid. Now they say that they have "done enough" for my mother and refuse to pay her back. Is the executor liable, or guilty of any kind of fraud? The total is about $4500.00

Well, your mother shouldn't have paid it because the tax bill of the decedent is part of the estate. Your mother may have to sue the estate to get it back.
