In the will it names 5 legatees & 15 heirs. what is the difference?

A legatee is the beneficiary of a bequest but there is no other familial or statutory relationship that entitles a person to claim any part of an estate. An heir is most often related by blood or statute although the distinction has become blurred over the years.
