Divorce between parties with dual citizenship
My wife and I have dual citizenship in the United States and in Israel. We have 3 children who were all born in the United States, so they are citizens as well. She and the children went to Israel on a ''visit'' in 1991 and never returned. She had a restraining order placed on the children so that they could not leave the country. I have been trying to divorce her since 1994, but she will not agree to any terms and the Rabbinical court in Israel is holding things up on her behalf. My question is this: Since we are both US citizens, can I divorce her legally in court here, without Israel's ''approval''?

You can file for divorce in California if you have been a resident for six (6) months continually.
