Would an Italian police officer read an arrested American in Italy his rights (Miranda or otherwise) at the time of arrest? If so, would they say them English?

Dear Sir,
According to the Human Rights Rome convention and internal criminal law any person arrested for an alleged crime has to be informed in his/her language on the reason of the arrested and the possibility to use an attorney.
