Legal Question in Family Law in Italy

Italy/US divorce

My friend's mother lives in Italy with her husband and 2 children. She is planning on taking the children and leaving him to come to the US. He has become abusive and the wife and children are scared of him. Even though all 4 of them are US citizens could this be considered parental kidnapping? Is there paperwork she should file before coming over here?

Even though of all 4 are US citizen, the tranferral could be considered child abduction, and the husband would use the Hague Convention 1980 to request the return of children in Italy.

Maybe could be better if the woman asks the legal
