Can a civilian sue another civilian for an injury received on an overseas military base. If so, where?

I suppose you are refering to a US base located in Italy. According to the Italian law a the answer is Yes.

The fact that the injury occurred on a military base does not result in immunity, but there may be issues involved depending on what the cause of action is/how the injury happened/the nationality of the parties and the host country/the existence of any particular Status of Forces Agreements or defenses based on any status as a government contractor. More details would be needed to fully answer your question.
