Legal Question in Wills and Trusts in Italy

Type your question here...We inherited a propery in Italy. There are 7 coowners of an immoveable. 3 in Italy - 4 in Canada. Since we cannot agree with our relatives in Italy on a selling price, they are threatening to sell their three quotas to a third party outside. (The immoveable is not adequately divided to allow more than one family to live autonomously. In fact there are no hygienic services or running water as it served as a barn years ago. Are they within their legal rights to sell their quotas and should we not have right of first refusal. The interested pary is a fruit vendor...would the purchaser not require our consent to carry out any business he intends to carry on.
