Child custody for Jamaican/American child

Here's the situation:

A Jamican women and an American man have a child (not married). He moved to Jamaica but was abusive to the women so she left him and is on her own and they share time with the child but now the man is threatening to take the child to the states by making the argument that he can provide for the child and she can't. What rights does the mother have and how is custody determined?

If the mother and father are disputing custody of the subject child, it would appear that the matter would have to be resolved in the domestic relations courts of Jamaica since both apparently are in residence in that country along with the the child.
