"Another country" where you are not a citizen, resident or own property, does not have jurisdiction over your person or property.

HOWEVER, the mother of a child born outside of the USA may seek to have paternity and child support determined using the laws of the state and country where you live.

The Application or Petition for paternity and child support may be direct or indirect.

It may be through the other country's Court system (if it's a corresponding country like Canada. Or it may be through enforcement of a judgment obtained from the other country.

It may also be by a direct Paternity and Child support Petition, to the Family, Civil, Superior or Supreme Court in the state and county of your residence.
