If I write ''Pay to the order of'' (persons name) and then sign the check on the back, does a bank have a right not to accept this negotiable instrument? (Under Kansas adoption of the UCC)

Sounds like you already know where to look, but the UCC is tricky. Generally speaking, if the bank suspects fraud, they don't have to accept it.
This sort of thing can be worked out through discussion, though. Try going to the head branch or at least contacting them anonymously to find out their procedure for 3rd party checks.
