Where to file Ch. 7 - Debtor incarcerated at Ft. Leavenworth

I am a paralegal assisting an inmate at Ft. Leavenworth file Chapter 7. We were advised by a California bankruptcy attorney to file in Los Angeles as the client lived there prior to incarceration and his power of attorney lives in Los Angeles. After filing, we were contacted by the Los Angeles trustee who decided that we should file in Kansas, that he would not recognize the power of attorney, and he would not excuse the debtor from the Creditor's Meeting. My question is whether the debtor can proceed Pro Se when he obviously cannot attend the Creditor's Meeting. Also, since we just filed in Los Angeles, do we need to wait 6 months before filing again in Kansas? Thanks!
