Legal Question in Civil Rights Law in Kansas

my father died before my birth in a car accident and I am trying to find information on him as far as death records and info on the car accident that killed him but every search requires a fee what do I do. Also someone else's name is on my birth certificate because my mother was married to another man at the time of my birth. how do I locate these records?

You did not indicate what type of information you wanted to get about the man that died in the car accident. You might be able to get a copy of the accident report if you go to the police department in the locality where the accident occurred. Unless there has been a court finding otherwise, the man that your mother was married to when you were born (especially if he is listed on your birth certificate) is deemed to be your father in the eyes of the law.
