Can a guardian deny the ward of the right to smoke?

Your question seems to confuse titles somewhat. But, generally a Guardian for a minor must prohibit them from purchasing, possessing and smoking tobacco, to the extent it violates a law.
They may, in some circumstances, prohibit an adult, or a minor in areas where it is lawful to smoke. The determination of which requires more facts thant you were able to provide here.
