Is It illegal for for the gas company to give someone permission to put their name on your account without your permission so they will have full access to your account

Illegal usually means that is against a criminal law, which could land someone in jail. It us doubtful that anyone would go to jail for allowing another name to be added to an account. But, based upon the facts you described, the gas company might be subject to civil liability to the first Pierson on the account.
