What you described sounds like an interference with the quiet enjoyment of the rental property. Also, the use of racial comments may be a discriminatory bad act. You said that the rental payment is current, are there maintenance, cleanliness, or noise issues that would have caused this person to get upset? Your pisting didn't seen to have sll the relevant information. You sound consult directly with a landlord/tenant attorney in your area. They can advise you if your options.
Good luck
