Does the State of Kansas require a ''Letter of Intent'' prior to filing a Mechanics Lein? If so, where can I obtain a draft of this letter?

Yes- The form is available in just about every law library. Be warned, many Pro Se people miss the technical requirements and thus render their lien useless.
