Legal Question in Consumer Law in Kansas
Do I have to send an ANSWER (debt summons) to the court and the plaintiff's lawyer if I decide to appear. I am not going to dispute it, I just want to be able to make a payment arrangement to the debt I owe.

If, after careful consideration, you decide to consent to the j dgment, you need not file an Answer. Doing so will not obligate the creditor yo accept payments instead of filing garnishments, etc.
