Just because apiece of property has been foreclosed upon, does not prevent collection of the underlying debt. Whoever hired them to do the work, still owes the money. Depending upon who hired the contractor, the foreclosure may prevent the contractor acting against the property to collect the debt. If they asserted a mechanic's lien, that would help.
