Legal Question in Credit and Debt Law in Kansas

I had a judgment filed on me 16 years ago for an $11 bad check. I've just found out that there has been a garnishment attached to my bank account for $1178. I have filed an appeal to the garnishment, but is there anything I can do? I've not been contacted or received any contact about about their apparent renewal that was filed last year. I understand that no one cares that I was young and stupid or the financial hardship this will put on me... But that seems very excessive! Is there anything at all I can do?
