phone harashment

Is it legal for a business to use the phone to call people about money that is owed to them. Can they threaten an individual to get there money.

I am unaware of any statute or case holding that prohibits companies from using the telephone to call their debtors. Your question was not clear enough as to what you mean by "threats" to give you an a clear answer. No one is allowed to threaten inflicting physical harm to get money from another person. If a company says "pay or we will sue," few if any courts have viewed that as a prohibited threat. If someone other than the creditor is making the calls, then they are a "collection agent", and are prohibited from doing many things, including some use of the telephone in contacting a debtor.
