can student loans and grants for school be taken to satisfy an outstanding debt on a car repossession?

In most situations, funds cannot be garnished directly from a student aid source. But, I've they're put into a bank account with money from other sources (caked comingling) the funds are subject to execution through a Garnishment. But, before they could garnish your money, they would have to obtain a judgment against you.
