In 2013 I was convicted of two counts of felony theft I was put under intensive supervision probation and given fines of $4,000 it has been 3 years and I have managed to get all of my community service and everything else on my probation list done I just have not been up to pay off my fines I was told I could talk to the judge about getting my fines reduced or taken away I was needing to know if this is a possibility and how to go about doing so

You can seek a change or conditions through a Motion to the Court. It isn't impossible to do this Pro Se (without an attorney) but much less likely to succeed than if done with the assistance or representation of competent counsel. Many criminal defense attorneys offer a free or low cost initial consultation. Go see one in your area, or contact one in the area where the conviction took place.
