Arresting a police officer
This is set of questions that just happened to hit me one late night and I couldn't sleep, wondering about and was curious to know the answer to these three different (but related) hypothetical questions.
1. Can a private citizen arrest a police officer if said police officer is seen breaking the law? (And if so, what is necessary to be done.)
2. If, as a hypothetical situation, an entire police department was taking part in a criminal activity as a whole, how (and to who) would it be reported and/or how would one go about arresting them?
3. How would one detain a police officer that is to be arrested in a legal fashion?

Re: Arresting a police officer
The easy answer to your questions is to make a reprot to the Kansas Bureau of Investigation. They handle investigation of police wrongdoing. If, however, you could report the bad activities of a single officer. Policemen often carry weapons and most of the time know how to use them. It is not adviseable for a citizen to attempt an arrest of an armed and dangerous suspect.
