Can I get charged just by being around people who have drugs?
If you are around a group of people who are doing drugs or underage drinking, but you are not participating, and then the cops bust up the party, can you get in legal trouble or charged with anything?

Yes- It is possible to be charged with something under the facts you described. Getting convicted is another matter. The facts of the particular situation are very determinate. If you are in close physical proximity to those that are partaking, if you are underage, if you have any ownership to the car or house where it is occurring.
