Dropping charges
If a person is arrested and charged with a crime, then the arresting officer immediately drops (wops) the charges, can he bring them back up at a later date?

It's not the arresting officer who brings the charge, it's the prosecutor. If the charge is 'dismissed without prejudice', yes, the prosecutor can file them again; if the dismissal is 'with prejudice', they may not charge on that incident again.
