illegal drug stamp law double jeopardy?
Isn't the requirement to purchase drug stamps to put on illegal drugs classified as double jeopardy? After all, the law is only meant to be punitive (no one in there right mind is going to go buy the stamps) so essentially they've made a law that punishes the offender twice for the same crime. Also, isn't the requiring of the purchase of stamps an admission of guilt and therefore self-incrimination?

I appreciate your argument, but no. It is a separate crime than the actually possession. While I don't agree with the law and would agree it does seem punitive. The Kansas Supreme Court does not agree.
