Can a minor be held accountable for distributing to minors?
Can a person who is 19 be held responsible for contributing alcohol to other minors,even though he is not of age to buy..?

Yes, indeed. First, the KS legislature has enacted laws reflecting 0 tolerance for minor consumption of alcohol; second, "minor" describes those 18 or younger; a 19yr old has attained adult status.
