Release a suspect's name

Can the police department give out the name of a suspect before the suspect has been charged?

I am unsure what you are really asking. Yes, a police officer who is capable of communicating would appear to capable of communicating the name of someone they believe to be the suspect in an unsolved crime. The question I think you might be asking is whether that communication will have ramifications for the officer or his department in a civil suit by the person named, or whether the person so named might be able to use that communication to their advantage in a criminal action that is brought against them for that or other crimes.

You have not provided enough facts in your hypothetical situation to determine if there would be any civil liability or criminal evidentary ramifications.
